Taipower Power Trading Platform

Taipower Regulation Reserve Ancillary Service Business Opportunity Introduction

Through Taipower Energy Trading Platform, traditional power generation operators, self-use power generation equipment manufacturers and emerging energy storage equipment manufacturers can conduct mutual bidding, so that diversified and distributed power resources can be added to the system to provide auxiliary services to stabilize the power grid. It can also help restore the regular power supply as soon as possible in an electrical accident.

Taipower Ancillary Service Market Trading Platform

This Energy Trading Platform (ETP) is a trading platform designed for transactions of ancillary service as well as electricity reserve capacity. According to article 11 of the Electricity Act, the electricity transmission and distribution enterprise (Taiwan Power Company) shall set up an electricity trading platform based on openness and transparency. Based on the experience of the highly developed international market, the structure of the electricity market is highly complex and requires a lot of expertise. Therefore, the implementation of transactions of ancillary service and electricity reserve capacity is to enhance private investment for the development of domestic renewable energy, stabilize the energy system with the contribution of sustainable power and establish the foundation of this ETP.

The Day-Ahead Ancillary Service Market of this ETP is to promote energy diversification and provide faster-ramping and more flexible ancillary service resources into energy system so as to ensure the stability of grid frequency. On the other hand, the electricity reserve capacity market of this ETP is to provide a market mechanism for the preparation of electricity reserve capacity according to laws and regulations for electricity generating and retailing enterprises. To bid in the Day-Ahead Ancillary Service Market, you should apply for registration as a qualified trader. To auction electricity reserve capacity in the electricity reserve capacity market, you should apply for registration as a seller or buyer.

Day-Ahead Ancillary Service Market Introduction

The Ancillary Service Trading Platform focuses on “Day-Ahead Market”, which indicates the matchmaking one day before the dispatch day to meet the power supply and demand on the dispatch day. The “Day-Ahead Ancillary Service Market” currently possesses three ancillary trading items, including “Regulation Reserve”, “Spinning Reserve” and “Supplemental Reserve”.

Specifications for the Trading Products

1. Regulation Reserve (dReg0.25, dReg0.5, E-dReg)

Automatically detect the real-time system frequency and automatically adjust the corresponding output power by following Operating Curve. This mechanism doesn’t need to receive the dispatch instruction from the dispatch center, and should be able to charge or discharge the electricity within 1 second. The main operating range of dReg0.5 is usually less than 50%, so E-dReg mainly combines High Power and High Energy batteries to form a composite battery energy storage. Thus, ESS can reach the frequency regulation service of dReg0.5 and possess the function of peak load shaving simultaneously, so it can also maximize the benefits of unused power of dReg0.5. E-dReg is one of the trading products in Taiwan Ancillary Service Market, it bids with all regulation reserves. Only the grid-connected energy storage with a capacity of more than 5MW/12.5MWh can participate in bidding trade platform. The revenue of E-dReg is 50% more than dReg and sRege. The detailed Operating Curve of dReg0.25 and dReg0.5 (output and input power curves) are indicated in the figure:

System Frequency (dReg0.25) System Frequency (dReg0.5) System Frequency Corresponding Index Power Corresponding Index Description
59.75 Hz 59.50 Hz Aᴘ When system frequency is lower than Aғ, it should output at 100%.
59.86 Hz 59.75 Hz Bᴘ (1) When system frequency reaches=Bғ, it should output at Bᴘ.(2) When system frequency is between Aғ and Bғ, it should operate between A and B.(3) When system frequency is between Bғ and Dғ, it should input/output in BCD.(4) Bᴘ of dReg0.25 is 52%, Bᴘ of dReg0.5 is 48%.
59.98 Hz 59.98 Hz Eᴘ/Fᴘ When system frequency is between Dғ or Fғ, it should input/output within the Adjustment Area, CDFE.
60.02 Hz 60.02 Hz Fᴘ/Eᴘ When system frequency is between Dғ or Fғ, it should input/output within the Adjustment Area, CDFE.
60.14 Hz 60.25 Hz Gᴘ (1) When system frequency reaches Gғ, it should output at Gᴘ.(2) When system frequency is between Fғ and Gғ, it should input/output in the area EFG.(3) When system frequency is between Gғ and Hғ, it should follow G-H.(4) Gᴘ of dReg0.25 is 52%, Gᴘ of dReg0.5 is 48%.
60.25 Hz 60.50 Hz Hᴘ When system frequency is higher than Hғ, it should output at 100%.

2. Spinning Reserve

It should reach 100% of the commanded capacity within 10 minutes after receiving a dispatch instruction. Then, the service should maintain 60 minutes and must resume standby status 120 minutes after the end of the service.

Item Period Description
Fully Responding Time Within 10 minutes After the dispatch instruction is issued, it should fully respond within 10 minutes to provide the ancillary service.
Service Duration 60 minutes (1) The duration is calculated from 10 minutes after the dispatch instruction is issued.(2) As the ancillary service starts, it should have the ability to provide the service continuously for up to 60 minutes.
Recovery Time 120 minutes When the ancillary service ends, it should resume standby within 120 minutes and accept the next dispatch instruction at any time.

3. Supplemental Reserve

It should reach 100% of the commanded capacity within 30 minutes after receiving a dispatch instruction. Then, the service should maintain 120 minutes and must resume standby status 240 minutes after the end of the service.

Item Period Description
Fully Responding Time Within 30 minutes After the dispatch instruction is issued, it should fully respond within 30 minutes to provide the ancillary service.
Service Duration 120 minutes (1) The service duration is calculated from 30 minutes after the dispatch instruction is issued.(2) As the ancillary service starts, it should have the ability to provide continuously for up to 120 minutes.
